Is there specific seating for those with reduced mobility?

The Automobile Club de Monaco has set aside:

an area on the Rock, overlooking the port for all persons needing wheelchair access.

The Association Monégasque des Handicapés Moteurs is in charge of this area.

A disabled area for people with a reduced mobility in the Princesse Stephanie garden, located in the Condamine. This area has a view on the Noghès bend and an access from rue Saige.
